In your case you must maintain the tree structure in a way that all the employee group A to I must be there as decision criteria . I have pasted a sample one for the Employee Group A and likewise you do it for the others until I.
In the above example as 01 is for Employee group A but under that for a particular employee subgroup it would be 03 so i have depicted the same in the structure repeat the same way for employee groups.
